Circumcision coverage rose significantly over the study period in all four countries except Zimbabwe, where prevalence was 11.9 percent before scale-up and 12.8 percent afterwards, a difference that was not statistically significant. Despite the expansion of surgical services, the proportion of men reporting an STI or compatible symptoms increased from 5.3 percent before scale-up to 8.2 percent afterwards. At the population level, the odds of self-reported STIs were 52 percent higher after circumcision scale-up than before, with an adjusted odds ratio of 1.52 and a 95 percent confidence interval of 1.33 to 1.74.
