10-point plan to be taken up by parliamentary groups
The conference also saw the publication of a 10-point plan, dubbed “the 10 commandments” by the EJA, to eradicate anti-Semitism and the establishment of parliamentary working groups to drive this process forward.
The plan, which will be taken forward by parliamentary working groups from across Europe, encourages member states to safeguard the right of Jewish people within the E.U. to practice religious customs such as kosher ritual slaughter and circumcision as fundamental rights.

Rabbi Margolin welcomed the EU plan but said: “We are very sorry nevertheless to see and acknowledge the fact that freedom of religion, a very significant and fundamental issue for the Jewish community in Europe, is not part of the plan the way its supposed to be.”
He called for stronger wording to ensure freedom of religion is safeguarded in all EU member countries.

“They took the easy path and failed to do the right thing,” Rabbi Menachem Margolin, the chairman of the European Jewish Association, a Brussels-based lobby group, said at a conference Tuesday about the strategic plan that the European Commission published last week.

But it mentioned neither the bans put in place recently in multiple EU countries, including Belgium in 2019, of slaughter of animals without prior stunning — a prerequisite for producing kosher and halal meat — and attempts to outlaw the non-medical circumcision of boys.

Pascale Falek, a European Commission official involved in promoting the strategic plan on anti-Semitism, said at the conference that she can “understand those concerns and the European Commission and the European Union as a whole need to find a balance between freedom of worship” and other concerns, including animal welfare.

“We welcome the plan but it’s difficult to take seriously plans to foster Jewish life in Europe that do not address a major threat to that Jewish life.”
