The brochure describes it as when a “mohel uses his mouth to suck blood away from the baby’s circumcision wound as part of a circumcision ritual.”
It notes that in connection with the ritual, some babies have contracted herpes, which can lead to death.
The department previously required mohels, who perform the ritual, to have parents sign consent forms acknowledging the procedure’s risks. The board voted to repeal therequired forms.
